We're behind in the race and have a worse board; indicating a safe play, and staying rather than running. We have only one man back compared to White's two, which indicates that we would like to prime and he would like to Blitz.
Entering b/20 15/13 invites White to attack so that he can benefit from his excellent inner board. The advantage is that we can safety a loose chequer with 15/13.
If we enter b/23, we must choose how to play the 4. We can make the 9 point at the cost of 13 shots at the 15 point plus Whites 4s and 5s that hit loose. If we swing round to the eleven point, White only hits with 8s and 10s, five fewer shots.
With White's strong board, I prefer to reduce the blot count and play b/22 13/9, and risk those extra shots for a concrete gain.
