Taking a principled stand on clocks

Would it be too outlandish for TDs to consider a "pseudo-clocks preferred" option, meaning that a clock must be used if either player insists, but if either player flags it does not result in an automatic loss? This way, you get your one set of dice, no shaking by your opponent while it's your turn, no disputes over what the roll was, no disputes over whose turn it is, etc., etc., etc., but none of the pressure.
