You said it is definitely less than 25% so I was curious as to how much less. Or when you said the 25% figure is fallacious were you meaning it to be the worst possible case of a given hand vs another given hand?

I agree that it does not matter to the calculation of the all-in strategy winning the match. As you say it is the pro making the choice so the relevant probability is the win % of the pro's hand vs. a randomly chosen hand.
