Obviously 13/11 13/9 is too loose here. Oversplitting to 22/18 and 13/11, is the 3rd in line. The real choice is between making the 4-point and making the 3-anchor. The intrinsic value of the 4-point is higher than the 3-anchor. Making the 4-point unstacks, after making the 4-point the split is not very risky, since the 8-point is stripped, and using part of it to hit the 3-point is a concession for white. The only reason to choose for making the anchor would be the score. Now I look at it I see another argument: The strip/stacked white position in combination with the white split makes it hard for white to bring in new builders and thus to make new points. This means that he is forced to blitz. Now making the 3-anchor would kill this strategy.
