You mean in general? No. When presenting a problem, it is standard (though not always adhered to) to diagram (or think of) the near side player on roll. Following that standard, xxx-yyy-zz (where zz is the roll) means that the near side player went first, but www-xxx-yyy-zz means that the far side player went first.

If I haven't answered the question you intended, please rephrase.
