In my mind a back game consists of (1) holding two or more points in the home board and (2) a plan to turn the game around by preparing a board and then hitting and containing a blot left in the bear-in or bear-off. In back games there tends to be little hope of winning going forward immediately. The main strategic line is to hit a relatively late shot. The back gamer may even refuse to hit one or more blots while he waits to solidify his own forward position.
I'd prefer to call this position a holding game with White holding his own 20 and 21 points, although there's no bright nomenclatural line. Here, White would rather hit not later but immediately, while Blue has barely begun or not even begun his bear-in, depending on how you see it. And White's timing is such that if he misses this shot, his game is likely to reduce -- about three rolls from now -- to a simple 21 point holding game.
