64R-43 and 65R-43

I think it's better to ask the question the other way around: Why is 64R-43 S rather than Z?
On the opening roll, 43Z seems to edge out 43S. 43Z is better for offense because a 9pt builder is noticeably stronger than a 10pt builder, and that seems to trump the value of slotting the better anchor.
Once the opponent has played 64R, though, things change slightly. As Neil Kazaross has pointed out, after 64R-43S, the first player's 1's are duplicated to hit and safety.
In this connection you may also want to look at 43Z-64, 43S-64, and 54S-64. You'll notice that 64R doesn't fare so well as a second-roll play when the opponent has made the major split.
