8/1 leaves 11 shots. 11/5*/4 leaves 12. Is that really enough of a difference?

Counting further: 8/1 leaves 11 shots plus an additional 4 numbers that anchor on the 20, for 15 very good shakes.

11/5*/4 leaves 12 shots, and no additional numbers that anchor on the 20, for 12 very good shakes.

What am I missing?
