In playing 24/21 (partial play), as shown in the right-hand position, Blue duplicates White's 6s. Coming under the gun is generically discouraged, but if White does not use or cover her 10pt blot (e.g., 65 61), Blue has a direct shot at it. That is his compensation for coming under the gun.

Along with 24/21, Blue can play his deuce as 13/11 (i.e., S = Split 24/21 13/11), which duplicates 4s; or he can play it 6/4 (i.e., W = Wild 24/21 6/4), which duplicates 3s. If he plays it 24/22 (i.e., U = Up 24/21 24/22) he doesn't duplicate anything meaningful but he avoids leaving an outside blot: that makes U another good choice.
Z (reverse split, 24/22 13/10) is also a strong play, providing some (less important) duplication but leaving fewer jokers as you imply. However, it falls short of dominating the other plays because it does not share their virtue of efficiently duplicating 6s.
