Adding that lot together, we give White 5 + 7 + 2.5 = 14.5 effective shots by burying chequers, so "safe play" is a misnomer.

Kudos for counting sequences, instead of assuming.

At our next roll, we will be on 61 pips, White on 69 if he rolls averagely

"61" should read "55".

Can my estimate be off by 3.5 shots?

Maybe 3. Or 2.5. You still wanna whack em, let's whack em!
