Re PokerStars, yes, the punishment fits the crime.
Re Absolute Poker, Stick, I'm glad you found the voluminous discussion and hand histories worth poring over.
Let me summarize the situation as briefly as possible.
At the conclusion of a tournament on Absolute Poker, the 2nd-place finisher asked for and received a complete tournament hand history (HH) which, strangely, showed (a) all hole cards and (b) ip and email data for players and watchers. One particular watcher, who dogged the eventual winner for several hours, was logged in on a low-numbered account (presumably one created during beta testing) with an ip address traced back to Absolute Poker. It's argued that an analysis of the hand histories for those hours are evidence that the tournament winner had knowledge of all hole cards, presumably via the watcher. It's argued, also, that hand histories of cash games previous to this tournament are evidence that some players in those ring games also had illicit knowledge of hole cards. Absolute Poker has denied that any such thing happened, but has said that Gaming Associates, a consulting firm whose website states that it frequently does business with the tribal gaming commission that licenses Absolute Poker, will conduct an investigation.
