The "playing" player in a consultation doubles should be the one to hit the clock as well, to avoid misunderstandings, etc.

Getting your partners acknowledge for a move should not be something the rules or mechanics must take care of, that is up to the consulting team to work out (as well as to trust each other in making consensus decisions).

I would prefer not to punch the clock on my partners moves (or vice versa) even if allowed by the rules. Simply because it would leave room for making incomplete moves by mistake (moving 3 of 4 in a double roll, etc.), or moves that my partner was only "looking at".

Regarding clock rules for consultation doubles, many tournaments grant additional time compared to the standard singles clock rules. In the now ongoing "Pokalturnering" (team cup tournament) within the DBgF, the six singles are played with 2/12 (2 minutes per matchpoint + 12 seconds per move), whereas the final tiebreaker (if the singles end up 3-3) is played as a team consultation match, with 3/15 on the clock.
