This would indeed go a long way, but there is still a potential loophole in the process for selecting the seed. What does "publicly chosen" mean? If the TD simply publicly announces a seed, then this does not rule out the possibility that the TD spent the previous night doing a computer search for a seed that would generate the desired drawing.
This loophole can be closed by requiring everyone who has an interest in the draw results to simultaneously submit a number of his or her choice. These numbers are then added together to produce the seed. Then the value of the seed cannot be controlled unless everyone colludes.
Note that it's important that the numbers be selected simultaneously, or at least that nobody is able to submit a number after knowing the sum of all the other numbers. In principle this is not difficult to achieve, but in practice it's easy to be careless on this point.
