It sure looks Paul, like that Participating TD of yours was a cheat - but he was a really bad one. I mean, you can't always rig it, cause you'll get rumbled! I think dice mechanics understand that principle. But at least you spotted him in time.

I don't doubt that public open draws can be manipulated, but there are things that will make it harder to do. Using folded pieces of paper is not one of them. Neither is drawing them from a hat. Paper can be folded at different angles, and a hat can be peered into. The (English) Football Association had it pretty well sorted for years with their FA Cup, using numbered balls drawn from a deep velvet drawstring bag. Then that bastion of transparency, FIFA, came along, whose process of deciding the multi-million dollar hosts of future World Cups is clear for all to see - if you're on their committee! They insisted that all their member associations draws had to be made from a clear perspex container. The top of this is translucent, but the underside is clear and has a camera on it. So, nothing to stop one or both of the people who draw the balls from having an earpiece, with someone going: 'left a bit, right a bit'!

Couldn't a manual draw be inputted onto a laptop, to be sent to overhead monitors?

I actually considered using the phrase 'there has to be some trust somewhere' in my original post - like your point of trusting the TD. But I felt that it didn't fit into my post, which was about transparency - the opposite state to trust - and whether laptop draws satisfied this. It's good to hear from Taper Mike that there are ways to make computerised draws more transparent.
