For the purposes of draws the built in RND function in Excel is probably more than sufficient IMHO. Most Excel RND() functions are based on an Linear Congruential Generators with a much shorter period than something like Mersenne Twister (MT is not an LCG). If it were me I'd probably consider a VB Excel version of Mersenne Twister (like: http://www.math.sci.hiroshima-u.ac.jp/~m-mat/MT/VERSIONS/BASIC/mt19937arVBcode.txt )
I'd really only be concerned about how the initial seed was chosen. I would have suggested something similar to what Timothy had mentioned. Somehow the seed could be generated from numbers submitted by the players, and done so in a transparent and fair fashion.
As for transparency - *if* I was picky, I'd be okay with a host who was willing to show me the VBE code (even if it used RND() ), how the sorting was done and how it applied to producing the brackets, along with knowing the seed was generated by the players.
I'm not really interested in seeing all the bracketing software, just the algorithms used to set up the initial state of the bracket.
