Puzzle: Gin wins?

Why should we want to rule a win for timing out in a gin situation anyway?

I can see the rationale when using old-style clocks with no increment - then you would discourage ploys to make your opponent spend time winning won games. Now, with Bronstein timing being the norm, I cannot see the use case for wanting a "gin wins" rule - if you cannot win a gin position on increment only, then it might not have been so clear cut...
