Perhaps the rule writers were thinking about a situation like this:

Player A has a huge racing lead in the deciding game of a match but he is seriously low on time. Player B would normally be thinking about resigning but, seeing that A is nervous and scrambling, he holds off. Player A cocks the dice a couple of times, misses hitting the clock once, and, with 3 checkers left to bear off, his time runs out.

It doesn't seem right that a match which would normally already be over (because Player B would have resigned) is decided in the reverse.

But I agree with you, Stein. Sure it's not nice to lose on time. But it was Player A's fault for letting his clock get so low. For clocks to be effective, there has to be a penalty for going over time. The "gin" rule is a needless exception.
