Your interpretation is correct. I have discussed that issue before. It was also the reason my post in this thread said "I wonder if a resignation of 1 point (and match) is allowed when the person trailing is no longer in a position of contact". I had qualified it with position of contact in the case someone challenged me on prevailing USBGF and European rules that are similar in this regard.
