I'd make the 16 because 18/17 6/4 with the idea of giving good escaping 6s does not really give that many more good rolls (look at 61 and 64 for example), and because making the 17 ties up many checkers close together. Making the 16 aims to control a larger part of the board, and keeps more spares on the 6, which also seems good.
