"Dilly builder" implies loss of utility and flexibility, but here Blue has the 6 and 4 point, White's not giving up his reinforced 20 point any time soon, so Blue's spares have nowhere to go but the "deep" 3, 2 and 1 points.

I think the way to think about 6/4 is that 2 spares on each of the 6pt and 4pt are more flexible than 3 spares on the 6pt and 1 spare on the 4pt.

Yes, seems right that having 2 checkers to play 2's 3's 4's and 5's and 2 checkers to play 1's 2's and 3's is better than 3 checkers to play 2's 3's 4's and 5's and only 1 checker to play 1's 2's and 3's. With four on the 4 point Blue can use one spare without stripping the point.

If we move a spare from the 6pt to the 4pt or the 8pt, then the bot prefers 18/16 17/16 (not shown below).

Gnubg half disagrees on 4-ply. Move the spare from 6 to 4 and it plays 18/16 17/16. Move the spare from 6 to 8 and it plays 18/17 6/4. Here are its money game evaluations; ATS evaluations are about the same.
