The Elo system does suffer from problems when the population doesn't "mix" enough, as I've mentioned before. Of course, if there isn't enough mixing, then there's a fundamental problem comparing players across the entire population, regardless of what mathematical formulas you try to use.

Also, this has been mentioned before, but "Elo" is a person's name and so writing "elo" or "ELO" looks weird (or at least makes it look like you don't know that "Elo" is a person's name).
