Here is a suggestion;

At the end of the first OT, with the score tied, teams exchange corner kicks. Play continues until the team on kick loses possession and the ball crosses midfield. If after one exchange of corners the score is still tied, the team on defense must play one player short. If after two exchanges of corners the score is still tied, the team on defense must play two players short, and so on until there is a non-tie at the end of an exchange. This method should be exciting and take less time than the 2nd OT. For purists, they could still have the 2nd OT and then this.
