PK and the keen sense of rules and entertainment

The PK could be played before kick-off.
Winner will advance if its still a draw after 90 + 30 mins Extra time (with this rule applied the Golden Goal would make sense in my opinion). So the losing side of PK knows that they need to win the match. Soccer in not boring at all but watching these days it feels more and more that a goal is needed to make it interesting and enjoyable.
Let me add this. As I remember when the US was chosen to hold the WC the low amount of goals was agenda. So they provoked some changes to the rules (to make it more interesting = with more goals in mind I suppose) such as the net playing time and the offside rule, 'when in doubt don't be afraid of a goal'. The latter just is a rule written on paper anymore. A goal is too important and psychologically the referee is on the safe side in disallowing goals rather than being the man to blame for a wrong decision.
