I think the way the late arrival work is that they allot a number of spots to people who they believe will be arriving very close to when the tournament starts and after the normal time for registration has passed. For example, let's say someone's flight is delayed, but they know they will be there late, by 30 minutes, 60 minutes (or whatever they allow at Monte Carlo) and calls the TD to say, "I'll be there..." then his opponent must wait until that extra time has passed before a late arrival becomes a bye.

I think Ronald Rubin is Patti Rubin's husband. Justin Bor has played there before and in Vegas.
