Off course this can be done, and it would be incredibly useful.
Think of it done as an augmented reality application, where you could live stream a video file from say the WC final, and overlay it with various evaluation data. The TV or live commentary coverage would instantly improve by a factor of many! :-)
Art maybe pointing out the big issue here. It have to be driven by love of the game, since the market is so small compared to the effort it takes to perfect.
Once you have a robust still image solution, going for the match-video shouldn't be as hard as people makes it sound. I suppose, some of the challenges even in the still image part, would be easier to solve, if you had the knowledge of the previous position (thus, given the roll, you'd have the possible sample space of legal moves).
If integrating the clock with the app is the way to go, make a clock-app for a tablet that will do whatever is needed, and either transfer data to the transcription app or simply provides a display with all needed information, readable through the camera.
