No, not really.
You would either have the dice showing that the move is not wrapped up, or you would have the clock-position showing it.
The Saitek clocks are showing green light when they run, in the plunger. That could be a start (if you cannot "see" enough of the clock on the feed, to dertermine which one is running).
All of this is something that may take a ton of hours to perfect into a dynamic robust solution, but that's why I suggested to start out with a custom made iPad/Android tablet clock app, showing all the info needed for this to work, being easily readable on the images.
So, for "version 1", you must use this particular game-clock, and place it in sight of the camera. Next!

There're algorithms to help you find circular shapes in an image, that would work perfectly with checkers. Think about the cars that scan for speed limit signs through a nose camera in real time, to present heads up information about your current speed vs. the speed limits, and to alert you if temporary speed limits has been set, eg. a road construction dictates a speed limit of 30 instead of the usual 50 for that road, which your GPS map info tells you...
They really work consistent, and are able to locate the circular signs of these boards and read the limit printed in them very fast, as you drive by them on the road. The background of these images are not very controlled, neither are the placement, position or tilt of the signs.
