I think it depends on what you'd like to emphasize. In contracts I'd use the singular (e.g. 50,000 Euro exactly), if I want to emphasize the actual money (coins, bills), I'd use the plural, so 10 Euros is a heap of 10 one-Euro pieces. And it is Euro and EUR, I got instructed by the EC once...

Just my two cents ;-)
