But when do you define that a die has come to rest, Phil? A die may have appeared to come to rest, then visibly shift and settle into an uncocked position, quite possibly around 1-3 seconds later. (It's also possible it could shift yet remain cocked.) If this happens without any outside interference, like a player moving the table, blowing on the die(!) or an earth tremor(!!) then it means that it had NOT stopped moving before, but had only appeared to.

Clearly, one cannot wait all day for it to shift, and the player could time out waiting anyway, but experience shows that it may suddenly shift into an uncocked position up to a few seconds after appearing to have come to rest. Such rolls should NOT be defined as cocked IMO.
