I don't know how they did the setup down there this year... But I've been planning and executing a lot of executive events at MCG/Fairmont hotel, and every single year we have ordered Monaco TeleCom to come and install dedicated ADSL lines directly to the Petite Salon and the other office/meeting room next to Salle D'or. No way we were going to put our necks out on the crappy hotel connections. They might have improved (it's two years since I were there last time), but still you are sharing these lines with many others - including the sons of the rich Italians staying there, who start downloading porn videos as soon as mom and dad leaves the room...
Regarding print. If you don't bring your own printers, of course you can get the hotel to help you. All over Monaco they are so used to catering for different conferences, everything is doable. Unfortunately, they are also used to cater for filthy rich people all the time, so their pricing can be somewhat shocking to people from other economies ;-) I suspect that could be why Steen & Co chose the handwritten signs, simply to save €20...
OK, to be honest, I have no idea what print-service costs. I do know however, that once over at the Grimaldi forum, where we had more or less rented an entire floor for a week, we had to pay +100€, simply to get ONE phone CHANGED in one of the meeting rooms, to get one with a loudspeaker capable for phone conferencing... Do you think we brought our own Polycoms the following years?
