It is of course commendable that you wait for agreement from your opponent that the die has come to rest cocked; a requirement of some rules sets that is often ignored by players, and that can then lead to disputes, or simply unspoken bad feeling.
But why do you feel that you, the roller, have the right to define when it has definitely come to rest? If you state 'cocked' a second or so after it appears to you to have come to rest then, without any influence, it suddenly shifts into a valid position just after, why should your statement be binding? Perhaps your opponent was not sure. As the die shifted very shortly after, it would seem his doubts were right.
And if the other die was not what you wanted, are you certain that unconscious forces might not make you declare 'cocked!' sooner than otherwise; even only slightly? We can be very honest people on a conscious level, but we cannot pretend to fully understand our subconscious drives.
It takes typically about four seconds to pick up the dice, put them in the cup, shake them say 3-5 times, cast them, then wait for them to come to rest. Occasionally, we might have to wait a couple of seconds or so longer.
