The biggest impact on PR is the number of decisions which occur in the match.
Some matches play themselves. Other matches you're faced with tricky decisions all the time.
The longer the match, the more tricky decisions you rate to have. The longer the match, the more chances of becoming tired, losing focus and fucking up. The more chances of overlooking something. The more chances of skewed match scores. Etc.
In my experience the shorter the match, the easier it is to post a really low PR. A low PR in a 17-pointer is impressive. A low PR in a 25-pointer is more impressive, imo. I don't think there's much difference between a 17-pointer and a 25-pointer.
