It appears we all pretty much agree on the intent here, but have trouble with the definition of defining just how long a die needs to be motionless to be determined motionless. As we know, nothing in the universe is motionless, and even if it appears to be, if we wait long enough it will eventually move or be moved (with the exception of Herb Roman when he is counting pips).

David's solution seems to be a very good one. If the dice is on edge for 1 full second, then it is "declared" cocked and the roll should go over.

Of course, there will be debates about whether it was one full second or not, but only when it is close to a second....with this interpretation we will have no problem with dice that fall over right away, and no problem with dice that remain on edge for several seconds, so we have solved most of the ambiguity. However, once the dice has remained on edge for about a second and either player says cocked that would be a strong indication that the roll should go over. If there is disagreement after that has happened, and the tournament director is called to make a ruling, it would be very likely that a knowledgeable tournament director would declare the dice cocked. If neither player had called "cocked" and then the dice fell over, I would still rule cocked if both players agreed it was for more than 1 second. If the players disagreed as to whether it was over a second, and no one had called cocked, then I would let the roll stand.

This is EXACTLY the kind of discussion that would be far too lengthy to put into the rules, but would be an excellent discussion to have in a guide to the rules that could be used if and when there was a problem so that all involved understand the intent of the rule and the application of the rule. Again, we are preparing such a guide and should have it ready in about two or three months.
