Legal moves only at Novi 2012?

The thing that is so frustrating about the "illegal moves" / "legal moves" issue is that it has been discussed for years, with no action to change or modify the current rule in any way.

Well, as I mentioned before our Dayton Ohio club has gone against the rules and adopted "legal moves". Have other local clubs done this? Are there any ABT tournaments that use "legal moves"?

Perhaps the only way to cause a change is to start it at the "grass roots" level and from there it will spread and catch on. What does everyone think?
