Phil, I agree with you—the procedure you recommend is definitely what someone should spend the most time on in order to improve.

At the same time, I think there's something to be said for studying annotated matches as part of one's training. One thing that weaker players often lack is a sense for the "flow" of a game. They may be able to recognize an obvious blitz as a blitz and an obvious priming battle as a priming battle, but when the position is in a transitional state, they are lost and cannot see where the game is heading. A well-chosen and well-annotated set of matches can address this issue by highlighting those transitions.
