I think we disagree about a major point here. I don't care if a careful study is done and it shows that the dice will fall, on average, after 5 seconds. I still want the dice to be declared cocked after 1 second. Why? Because by waiting there is the possibility of a player moving the table in order to uncock the die because he likes what the other die reads. After 1 second, with the die cocked and motionless, if it is declared cocked there is no chance for someone to affect the roll, either accidentaly or on purpose. (It might even be a spectator, or someone playing on another board on the same, long table that causes the die to fall...I simply don't want that to happen.)
