Why is this not 2-1Z? I thought the rule is if you coming down with the higher dice that is reversed (Z) and not S.
For opening 21 played 24/23 13/11, either S or Z is acceptable.
As you said...
S (Split) refers to splitting with the larger number (and coming down with the other number).
Z (reverse split) refers to splitting with the smaller number (and coming down with the other number).That said, when there is only one way to split and come down, it is permissible to use S regardless. Indeed I prefer it because the letter S more immediately suggests the word "Split," IMO making it easier for newcomers (who start with the common opening moves) to relate to using Nactation.
Opening 21S, 41S, 51S, 52S and 54S have become standard in naming files and communicating online. So, while it is unlikely you will be misunderstood in conveying the legitimate alternative "21Z," it might take a couple seconds longer to register with some people.
BTW, I recommend against hyphenating the roll 21 as "2-1." Hyphens should be used only between plays. Otherwise, something like (Daniel's recently posted position) 43D-62H-53D-32 becomes 4-3D-6-2H-5-3D-3-2; it's at least cumbersome and may even confuse.
