I am wondering how much of the gain from 13/9(2) is due to blocking your opponent's 66 for a number of rolls. It looks to me that that is where the gain comes from, and that for other rolls (assuming your opp promises not to roll 66 next) it is a wash between the two plays.

I think Timothy is right about the normal reason for 8/4(2) and the reason why that is not important from here.
