Interesting and difficult problem. I suppose it can be said to be seen, with rollout in hand, that 8/6 8/2 gives 15 good returns (2's 1-1 5-6 5-5) and 8/2* 13/11 gives 13. 21/15 13/11 both caters to Blue's race lead while ensuring that the White blot is going nowhere except with 5-5 or running out into a triple shot, and only 3-4 3-6 and 3-3 hit and cover. Underlying "attack one, prime two" is the question of how to contain the back checker(s), and here 21/15 13/11 looks like it does a very good job of that. 21/15 8/6 prepares better for an attack but leaves 4 numbers to hit the 11 point blot. Why is 21/13 so bad? Perhaps because that safe-for-now play inflexibly leaves Blue a lot of blotting and double-blotting numbers and nonpointmaking numbers next roll, unlike 21/15 13/11, which seems pretty dynamic, flexible and safe, if Blue is not hit.
