I would try one of two ideas here. The first is knowing that a flat closeout wastes 10 pips and then guess how much worse it is due to stack, gap, and low checkers. The other is to give him a 43 which is about an average roll; it is less than average number of pips but fills a gap. Then use Seret's pipple count method to get EPC for that position and add 7.
