Yes, I think it is coming after any play. I'd run and take with > the needed 22% gwc. Seems to me that the blot isn't slowing White down. As long as it is is there, as long as White continues with the race lead, White can simply ignore it. If White rolls lots of small numbers and has lost the race lead and the blot is still there, then those small numbers have probably made quite a prime, no? So would Blue then want to be hit?
