I don't know the answer to your question--there are too many xx-22N-xx-61 positions where p(13/7, 8/7) either beats P(11/5, 6/5) or very close.
Here is one such position where p is best by a wide margin:
65R-22N-66D-61
Note: it is not an accident that 1st roll is also 65 as in original position in this thread. Blue has more incentive to play p(13/7, 8/7) when White has one checker back.
