For organizers of larger events, look at the Kickstarter.com website. I believe they only support activities inside the USA, and then also of a certain type, I don't think that BG would qualify.
But the idea is that you describe a project (the BG tourney), a budget for which you'd be able to do it, and then you invite contributions. Some of the support could be a grant, some of the support could be for something in return (for example, a seat in the tourney, or say access to all streams, or all matches that have been recorded and written out). When you initially indicate your support, it is not charged to your credit card yet, this only happens when the total budget required is reached.
This model, especially if it can be made to work outside of the USA, could be used to start bigger tourneys and gauge interest. If the interest is not there, nothing gets charged to potential supporters. It seems to eliminate some of the risks for organizers and potential participants.
In any case, have a look at Kickstarter, it is an interesting website with a lot of fun stuff.
