There's something to be said for making two anchors, because it's not like our front position is going to improve to something menacing even if we make the 5 point, and Stick rolling a set from the bar could be bad. Getting two anchors as quickly as possible in positions where less than half of your men are going forward is semi-thematic to guard against unnecessary sets from the bar. I do think 13/5* is best, though, since it retains the option of making the ace point anchor, and making the 5 point would still improve the front position side of things.
