In a random game, of course, there will be a small proportion of players who are either persistent winners/losers. This is consistent with the Laws of Probability, and explains your concurring with the notion that their presence does not prove that skill predominates (or even exists). But the latter would depend upon the proportion of such players that existed, and to what extent they won/lost. The phraseology used - 'presence', 'persistent' - is so nebulous as to be almost worthless.
