Stick could be interpreted as claiming to have a PR that is no worse than Falafel's, or that Falafel would not outplay him.

Also, the phrase "best in the world" would include people like Nack Ballard, who I believe hasn't played in a tournament for a long time. Whereas, claims about outplaying everyone at a tournament would obviously not include inactive players.

And finally, having the lowest PR isn't the same as being the best player.
