My recollection is that the test used in 1999 would not have detected the EPO. they used a sample that had been saved (and possibly contaminated). Also, the 1999 sample was not officially linked to Armstrong. An investigative reporter made the connection base on an identifying number on the report that had not been redacted.

Again, this is all from memory.
