o.k. I'll explain more deeply.

Usually in BG you don't know what you will roll next ;) So you have to take into account all 21 possible rolls and calculate all corresponding moves.

Now your opponent has finished and it's your turn. You roll and you have one concrete dice so you have to throw away all evaluations to the 20 other combinations, so you gain only 1/21 time or roughly 5%. It's simply not worth the effort, you gain with less effort the 5% anywhere else.
