Many people will agree with you. But it's worth stating the motivation for the rule. If there is no punishment for making an illegal move, then there are a few players who will intentionally make illegal moves that are in their favor, hoping that their opponent will not notice. They reason that at worst, they will be forced to change their play to a legal move, and at best, they profit from their illegal move. The rule in question is designed to discourage this kind of unsportsmanlike behavior. Of course, it also punishes people who make illegal moves by accident.
