Motivation for "illegal plays" rule

... there are a few players who will intentionally make illegal moves that are in their favor, hoping that their opponent will not notice ...

I don't think that's the motivation for the rule. If it is, then it's not a very good rule. As you say,

at worst, they will be forced to change their play to a legal move

which is no punishment at all.

I think the motivation for the rule is to discourage sloppy play. If you don't pay attention to what you are doing you may have to pay a (sometimes hefty) price.
