If there is no punishment for making an illegal move, then there are a few players who will intentionally make illegal moves that are in their favor, hoping that their opponent will not notice. They reason that at worst, they will be forced to change their play to a legal move, and at best, they profit from their illegal move.

While I was living in Nevada, the Las Vegas club had a major scumbag who did exactly this. After years of putting up with this crap, I finally told him to his face that he was cheating, and to knock off his bullshit. Amazingly, he stopped his shenanigans against me. He doesn't seem to be active anymore in the club... good riddance.
